The reason is that this canal, especially in its upper reaches IIRC,
is/was very vulnerable to flood damage, and I think much of it there
has been destroyed.  

However, I agree it has a lot more unfulfilled potential from
restoration at its downstream end (it used to join the Potomac in the
heart of Washington DC).

I went on a mule-drawn trip barge on it once.  Wonderful.  I also saw
what I think is the film you mention, at the interpretation centre.
There was a great shot of operating one of the locks.  The paddles are
butterfly valves (like in a carburettor), and go from fully closed to
fully open with a 1/4 turn of a horizontal windlass!
