Why not!
I suspect if the duty was higher, then the Avgas would be higher.  Avgas is 
a specilaist fuel, I would guess costs more to make and there are a limited 
number of users, all conductive to a resulting high price.  Red diesel is 
easy to make, lots of it about, not too different from white diesel, so 
price reflects the difference in duty.
