Would that meet the criteria of HM C&E?  I doubt it.  C&E expect vegetable 
oil (new or used) to be chemically processed before they will let it be 
called bio-diesel, and then allowed to be used at the appropriate duty rate. 
It's a mindfield of forms, documents, possible C&E visits to premises, 
possible C&E testing to validate the bio-diesel....
