Someone has. I. It is essential we don't focus solely on "reversing

The government will always prevail. As it should. But if the
waterways funding is more entrenched (no pun intended) it is less
likely to be plundered in response to a short term political
"emergency".

And a good thing too! That boatyard was an uneconomic use of real
estate highly valuable for housing. Its land access was awkward, and
intrustively down a residential street. BW is quite correct to have
it redeveloped. The revenue from that will benefit the waterways as a
whole significantly - continuing its old use would have unreasonably
benefited a few occupiers.
Further, BW has promised to replace the facilities nearby.
And the occupiers of Castle Mill had long advance notice.
This is not a case the waterways movement should espouse IMHO.
