This has always been their official line and FWIW I believe them. It's a
useful PR tool for us to link the cuts with the 'EU fine' but the turth is
 1/ the fine hasn't finally been levied yet and 2/ DEFRA took a much bigger
hit on its aborted attempt at computerising farm payments, which actually
led to their being late in the first place Finally - I'll begin to feel
sorry for them soon - the contingencies for Bird Flue cost....er, millions -
I can't be bothered to go back to my notes.
