Yes, and this is truly bizarre.

In Canada, a common reason for having a Box is that you 'don't have a
conventional mailing address, or want a private one rather than the
common ones often found in rural areas.  

I have a Box.  But I had to give a relative's address to get it!  This
is simply barmy, as I could have gone to a private supplier of box
addresses and rented one without having to give a "real" address.  At
a considerably higher rent, of course, and the Post Office's rents
already look grossly high to me.  

The level of control the UK government exercises over its citizens
continues to amaze me.  The acquiescence to it by the citizenry
astounds me.
