1. I would have thought so - that's a lot of current to put through a normal
switch.
2. Pass

Have you tried putting a voltmeter between glowplug and earth and turning
them on?  When I had problems, I got no voltage - that led to a discovery 
that the spade had dropped off the ignition switch.  Another way to check, 
is if you have a good voltmeter (I now have a LCD one permanently connected, 
to 0.01volts) - then the act of tuning on the glowplugs will cause a voltage 
drop - I get about 0.8V drop as I turn the glowplugs on.
