Its the way Government is done the Driving Standards Agency just got a lot
of flack for their management costs including overseas travel!
Whilst business seems to have got hold of its costs and their staff now stay
in budget hotels and use Ryanair and easy jet it seems to be that
contractors to the government run up lavish bills and they get paid.
The head count of civil servants has fallen but the agencies now employ a
lot more people.
