Chair of IWA, who said unpredictable cuts would prevent BW from getting 
advantage of the 'multiplier effect' from public-private partnerships 
and the Waterways Nibister (I mean Minister) who said 'we have to stay 
in budget'. There was a flyer at the start of the programme and about a 
ten minute slot (much of it a general survey previously shown on the 
Friday news).  It was also in the local BBC news this evening, with a 
clip of the interview, and shot of the blockade.
