No licence is necessary for the Thames Tideway as it comes neither uner EA 
nor BW but under the PLA who don't operate a licensing regime for pleasure 
boats.

The PLA is happy (at the moment) for boats in a convoy not to have VHF as 
long as they are in mobile 'phone contact with another boat in the covoy 
which does have VHF.
