At a military base - they can try - but the guys on the gate have
instructions to intercept all visitors regardless - but have recourse
to duty sergeant/ duty officer. All depends on standing orders.

If there is a fire, medical emergency etc., the guard room would be
advised and briefed to let them in - under escort if necessary.

In the case of TV license people - I can't say it has happened - but
base commander would be contacted before they arrived -and would be
bound to cooperate, as I said before it's on daily / weekly orders.

No doubt they would be escorted by provost staff to enforce the law -
be it civil or military.
