It doesn't. It is paid to EA, irrespective of whether the angling is done on (in?) navigable or unnavigable water, and AIUI is deemed to be income to EA. I guess it is supposed to contribute to the funding of the management of fish stocks. Adrian Adrian Stott 07956-299966
