I beg to differ. Political change comes about for all kinds of reasons. Both public and private campaigning can secure change. Getting the balance right is crucial. Private lobbying of ministers goes on all the time, and I trust that BW is doing everything it can. If it suddenly adopted a public hugely anti-government stance, it would run the risk of turning the issue into one about the relationship between an elected government and non-elected quango. BW's role in the campaign is do to what it does best - use insider channels. SOW's job is to do what it can do best - make a big noise. -- Nigel Stanley
