I'm obviously dumb at the moment, but I can't work out if you are vigorously supporting me or violently disagreeing with me. It's quite clear that you could have a revenue neutral way to get people out of cars. Just tax fuel at £1000 a gallon and pay them £200 a trip to use the bus. Adjust numbers to make it balance.
