I have but I've not had time to formulate a response as such to the 
document.   My initial reactioin is that in principle I agree with the 
pproach, provided the "trustees" are elected by a vote of the whole 
membership.   I support the removeal of regions or at least the removal 
of theor charmen from council.  Some time ago i propsed that they should 
be replaced by diurectly elected Regional Representatives, a separate 
post from Regional Chairman as I felt that in many cases the  people 
serving as regional chairmen were not the best qualified or motivated to 
be on Council.
