Does this mean you can't smoke when moored or moving the boat through 
Stratford on Avon or in other public places? Will we be done for smokey diesels 
when starting from a mooring in this and places where the public might get a 
lung-full? This smoking ban as sound-bit by our glorious politicians gets 
sillier by the minute. Maybe they should be done for heating the atmosphere in 
public places with stupid suggestions. I'll vote for that one!

I dare say you're right, it didn't read that way though. Anyway, public 
access is a bit of a dodgy one. The public have access to the back of a 
boat. They may not have any right to be there, but that doesn't help. 
It's the same as if the Police find you asleep drunk in your car on your 
driveway. It may be private land, but the public still have access, and 
they would probably charge you with being drunk in charge.
