As a person who knocks on peoples door as a fraud/visiting Officer for Local Gov, I must admit not having had to look up the rules for Benefits for a boat owner, but it must be DWP, who must pay for the licence! not the Council. But the council could claim Council Tax (then the boater could claim Council Tax Benefit). If BW was to put a notice saying in the LICENCE FEES WERE BEING PAID BY SPECIAL ARRANGEMENT, this would go against there humans rights? this is informing people that this boater is on Benefits? with the amount of trouble I have with the Data protection act and Human rights Act, this would just add to it.
