I don't know the answer, Brian but car tax does not cost between 
£600 - £800 on average! Not only that but most people, when on the 
canals meander through them and have much more time to ponder about 
the unfairness of the non-payers and the people who do not contribute 
to the upkeep of the  waterways.

Incidently, people like Graham? who think that everbody should have 
moorings, (And pay for them) should bear in mind that the hard earned 
cash, (Or in my case pension) does not contribute to the well being, 
upkeep and keeping the aterways in good condition.

Going back to the basis of "ALLANS RANT" it ws the beauocracy about 
the legal rules and regulations that I object to, when canal and 
river staff SHOULD BE more intersted in a positive attitude to canal 
users and the intellegent application and discretion of the "rules"
