I find that hard to believe. The canals may be heavily patrolled but to  what 
effect? Around where I live offending cars are clamped, taken away on  
trailers and sometimes crushed. Their owners are invariably fined. The police 
in  
South Yorkshire are vigilant, it is easier and less dangerous than catching  
criminals. They regularly target areas and usually have a good  catch. 
 
How many boats are clamped and/or crushed and how many of the owners are  
prosecuted?
I don't know the answer, but I'll bet there aren't many instances.
