As far as I know the City of Westminster/BW plans for the new bridge are 
still alive, although I'm far from certain of its timing.  The new/old 
footbridge will be alongside Harrow Road bridge connecting the towpath 
outside the Nissan building to the Paddington Stone Wharf site that 
Cavalcade used to use.  The plans include a cafe and an information office 
under the ramps leading up to the bridge, and landscaping the Stone Wharf 
site.  The drawings that were exhibited som time last year also showed a 
boaters' facilities block at the other end of the Stone Wharf site.

The problem of what to do by the Warwick Avenue bridge has been the subject 
of a lot of discussion. over a number of years.  A scheme was proposed (to 
which London IWA was prepared to make a substantial donation in memory of 
Richard Bird).  This woud have built an access ramp up to the road from the 
north towpath of the Pool.  It failed to get planning permission for a 
number of reasons  (a) it was felt that it would have disfigured the road 
bridge, which is a listed structure (the same reason why we coudn't even 
consider a permanent footbridge there), (b) the roads people insisted that a 
footway opening onto the road at that point woud be dangerous and (c) there 
was a tree in the way that the planners did not want removed.
