The local BBC news online has a story at

which says Roman Road is closed, and the junction of Roman Road and Palmer's 
Road is very close to the junction of the Regent's Canal with the Hertford 
Union, so that report is probably correct. The BBC article says that a 200m 
exclusion area is in place, and the 50 residents who have been evacuated 
from their homes may not be allowed to return on Tuesday. It would seem 
likey that the canal is shut.
