If you have plenty of water to spare (waste) - then this system will 
work.
However a boat going up will be relying on the level in the upper 
pound to drop sufficiently to enable the top gate(s) to be opened.

I doubt that the majority of locks have bywashes for no good and over-
riding reasons.
