Only if BW provides it, I think.  

IIRC, there was a case a couple of years ago where someone had
excavated a new basin, and BW said it would charge several thousand £
for the water to fill it.  The developer then approached the local
water company, which said it would supply the water for a considerably
smaller sum.  Trouble is, I can't remember how this story ended, but I
think BW did not get what it had originally asked.
