I'm wondering who these suspicious arsonists were - as the Thames is an inland waterway they may have done a pre-emptive strike?
There was a discussion on the historic ships email list that you could still use Stockholm tar on sheep but not on ships and IIRC DEFRA's take on sheep was 'incinerate the lot'. Sean
