I believe you may have misread what I wrote.

I said gradual deterioration is easier to counter than that caused by
a concentrated use of a waterway by (e.g.) traffic going to a big
national event.  

In other words, normal usage makes maintenance much easier, and
catastrophic failures easier to avoid.

I did not say that current maintenance is adequate.  That is a whole
different topic.
