I think Adrian was using the example of car parking as an analogy for charging boats more the closer they are to the main entrance as a way of using Stottian economics to ration/allocate mooring spots at the National, in the same way as he advocates tender bids/auctions for on- line BW moorings ;-)) Put simply, the richer you are and the higher you bid the better spot you get.
