The full moon involved is not the astronomical Full Moon but an 
ecclesiastical moon (determined from tables) that keeps, more or less, in 
step with the astronomical Moon.

The schools have given up and most are now moving to a fixed "Easter" 
Holiday with Easter itself being marked by just the two Bank Holidays. This 
has been piloted in Essex for a while now and  think is now common across 
England and Wales.
