Well, only due to sleight of hand. EA discovered that it had, er, forgotten (for years) to budget for the occasional replacement of life-expired structures. When it said to DEFRA that it would therefore have to have a significantly larger annual budget, DEFRA said "Up to you, mate". So the budget has gone up, at the expense of the boaters, rather than being cut, at the expense of EA. The outcome is much the same, though. Adrian Adrian Stott 07956-299966
