I'm with Julian and Staffy on this one

But these people assume that if you don't have a license you must be
watching TV without one, regardless what you tell them.
How would you like it if a private body came round and demanded to know if
you had a car because you don't have a driving license, because most people
over 18 drive.

I don't think Staffy is watching broadcast TV programs

I think if my boat wasn't in the water that should be the end of it, not the
attitude I might crane it in as soon as they had gone

Is it an offence to own a TV without a license or is the offence to receive
the TV signal without one. If the latter how can they prove you are braking
the law unless they catch you watching it. I have a car that will do more
than 70 mph but I can only be done for speeding if some one catches me
exceeding the speed limit.
