You need two licences to use VHF radio on a boat. First, you need a licence 
for the radio, which, until recently, was renewable annually at a cost of 
£20. It is now free, but I can't remember whether it is still renewable 
annually or not.

Secondly, you need a licence for the operator. Various bodies, including the 
RYA, run courses for this. In emergency, anyone can use the VHF radio and 
anyone can listen in to it, but in theory it should only be operated by a 
licenced person.
