Surely this is not insurmountable. An electronic limiter at the points of entry could set the top speed. They can fix Tesco trolleys so you can't remove them from their carparks. My hire car in Spain this year beeped and flashed a warning (in Spanish) on the console that I had reached the legal speed limit. It is the first time my wife has nagged with accuracy that I am driving too fast ! Trevor
