Out of curiosity I was looking at the site the other day. This concept 
of acceptable tenders bothers me. BW say they have set a cut-off below 
which it is "uneconomic" to offer the mooring and will not publish 
figures that they have refused to accept. Surely this seriously 
undermines the validity of the trial.

I would suggest that the cut-off for an genuinely uneconomic mooring is 
the administrative cost of offering it. How can it be any more than 
this? If 5 people offer say between £600 and £800 for a mooring but BW 
have set the cut-off at £1000, we will never find out what "the market" 
considers to be the correct price. It is still economic to offer the 
mooring though...

I notice that the site shows the number of people who have looked at 
each page, presumably implying that they are interested in tendering. 
What's the bet that BW will produce these stats as indicating the level 
of support for the concept?

Sounds like manipulating the market to me unless BW are 100% transparent 
about every bid and all the statistical information they have at the end 
of the process.
