Steve Couldn't agree more. My guess is that "acceptable tenders" means what BW think they could have got if the mooring had been offered to someone on the waiting list and not put it out to tender. The number of people visiting the sites is no indicator of interest after all I have looked at all the sites and have no interest in tendering just monitoring the site to see what BW is getting up to.
