This is the way the Gold Licence has looked to owners of broad boats
kept on BW waters, ever since it was introduced.  It has never made
sense to them.  

Welcome to the club, narrow boat owners.

The Gold Licence should be scrapped.  

It (and all other current licence types) should be replaced by a
single ticket covering all waterways.  Each navigation authority would
then get a share of what each boat owner pays in proportion to the
share of the total length of its waterways to the boat's total
cruising range.
