I know I'm cynical but Mr Jannock reported that at least one of the long-term non-payers who was at Cropredy when we left the moorings is still there despite us being told by BW at least a year ago that they were in the process of moving him on. He's not moved the boat, as far as we know, to avoid notice being served, he's not infirm or has children in a local school... BW's explanation for the outrageous price hike that led to at least 2 boaters seeking other mooring solutions was that those moorings were oversubscribed. There was a waiting list. Well there will be if BW leave all the non-payers on the system. Keep the waiting list long, go out to tender, job done. Is the plan that the increased prices will outstrip the revenue that could be gained from non-payers, especially if we assume that some of those will leave the water if they have to cough up, and possibly leave their boats for BW to dispose of?
