In a year when a Chancellor (just before he becomes PM) announces a 2p 
cut in Income Tax, then DEFRA slash the BW budget, then promise to cut 
it more, then the PM announces £800m aid for Uganda, more funding for 
transport initiatives (as long as they are not by water presumably) and 
we now seem to be on the brink of government funding for political 
parties- question - Am I now a well worn cynical b...... or have I 
definitely become a grumpy old man.
