Only 286 thousand votes for a £50 million prize. That's £200 a vote. It would have paid Wolverhampton (or any other competitor) to pay people £10 each to make a phone call. It would have been fairer to pay all projects £100 a vote - but, as the system is obviously open to abuse, it does seem necessary to come up with a better way of voting.
