You may have a point but FOI can be a very slow weapon if you have to 
go to appeal as I have done with my FOI request on Defra. I went 
through the internal appeal process and, eventually, took it external 
to the Information Commissioner's Office on 09 May 2007. I heard 
nothing at all until 09 October 2007 when I got a letter saying that 
the ICO staff were overloaded and apologising for the delay. They 
admitted that my appeal hadn't yet been allocated to an investigation 
officer but that they would write again as soon as the case had been 
allocated to an officer. I'm still waiting!!!! It will soon be the 
birthday of my external appeal, never mind the original request, so 
you can see that FOI can be a sluggish procedure. I think that they 
think I've forgotten about it! ;-))))
