Apparently its an IE7 problem. The help and guidance page on the ofcom website (http://www.ofcom.org.uk/licensing/olc/guidance/ ) has the question "What to do if you have problems downloading your licence [pdf] " which links to http://www.ofcom.org.uk/licensing/olc/guidance/problems.pdf which tells you how to solve it.
