My understanding was based on Graham Booth's account in Narrowboat
Builders Book.
At BSC time, I had an interesting conversation with Mike Carter the
surveyor. He said he hadn't been able to get any coherent account
account from the makers as to *why* you need to grit blast before
applying 2 part over existing coatings - they don't interact, and the
epoxy grips the Comastic or Intertuf just as well as bare/gingered
steel.
Furthermore, the epoxy is a harder coat, so when scratched tends to
crumple away from the hull, in the manner of alu foil, and a layer of
more flexible blacking underneath provides some further protection.
Obviously, you'd still need to grit blast a new hull to remove mill
scale.
