I doubt that an assurance would be sufficient to validate that someone has 
sufficient experience.

Let's face it the health and safety psyche now rules.

Imagine the High Court barrister. "All my client had to do was say he had 
been boating for 20 years and the yard let him loose with a 70 foot 
narrowboat."

When, what my client meant was that he had hired a pedalo at Blackpool for 
the previous 20 years and dutifully returned when they called "come in 23 
your time is up".
