I think that a good clean with glass paper and judicious use of 
plumbers flux and a LARGE soldering iron might fix it. As the heat 
exchanger should be full of water the solder should not melt.

However if its a heat exchanger or keel/tank cooled engine I would 
cut my losses and  fit a calorifier - no singed eyebrows!
