Dunno. But a lot of the freight on the north France waterways was coal. Now the mines have almost all closed, there is none of that, and the Freycinet waterways are almost deserted (except during harvest season, when some grain is carried by peniches). Which made the investment in expensive lifts like Arzviller (alright, not really in north France) and (1250 T gauge) Strepy (alright, actually in Belgium) a little embarrassing, although they are nice to have anyway.
