I've put a copy of the summary doc in the files area: haven't seen the full thing. Also of interest are the proposals for major changes to the licence structure next year: see http://www.waterwaysworld.com/latestpost.cgi?post=784 which includes a link to download the full proposals, including an extra GBP50 pa for wide beams and GBP150 pa for CCers.
