However given that there is generally no longer a legal right of navigation on BW waterways, they may not be under any legal obligation to sell you a licence if you won't abide by their conditions. (although clearly there are some cases where they are limited by law - such as if it concerned the colour of the boaters rather than their clothing...) On the other hand, the Ombudsman might have something to say on the matter. (I believe the= > 15th century River=20 > Lee Act is still at least partly in force.) Indeed.
