My personal opinion is that BW _has_ to do things of benefit to the wider community - like facilitating a rare traffic-free route across London. It's that which justifies the DEFRA grant- in-aid and should, in fact, lead to an increase in it. I would far rather BW had spent a part of the last five years trying to become more useful to the community, and lobbying the Government for an increase in GIA accordingly, than the headlong rush into commercialism we've seen.
