Having served (quite a few years ago) as a Special Constable which 
basically involved being put in a uniform and sent straight out onto 
the street, I find it difficult to believe that nowadays even given H & 
S etc., arrangements could not be made for 'special lock keepers, 
mooring assistants' or suchlike - indeed with retirment approaching and 
hiring becoming too expensive it could be my main way of maintaining 
interest (given travel expenses!).
