I have constantly been asking Stanstead Abbotts Marina, about what they will be 
doing and have they had any official notification, basically they have no idea 
what or how they will do it and they have had no official stuff from powers to 
be.
 
I have read about a 40/60 split 40% heating and 60% Engine ie moving.
 
Several things have confused the yard, they buy the fuel oil in at heating oil 
rate but then if someone is using for propulsion then that is charged at a high 
rate, someone will have to the sums for that.
 
Another problem is, again what I have read makes me believe it is the boaters 
responsibilites and they decide what percentage will be Heating and proplusion, 
if thats the case, then putting a sign up as Bruce has said one Marina is going 
to do then as long as the boater is aware he is buying for heating that should 
not be a problem for the Marina!!! but no doubt this will be wrong. And they 
are worried that someone comes in and asks for xx/yy amount but they being a 
continous cruiser it should be different then are they to have the discussion 
on the diesel point!! again this would then go with the comment below from 
Bruce. 
 
The final problem, as I'm away for this week, and the 1st is Saturday coming we 
filled the boat up, (took £144.00 two months).  We were talking about this 
problem, and they think with the extra duty on the price of a litre of diesel 
will make it more expensive than you can buy at the garage forecourt, not 
having seen their calculations, what we were talking about they have come up 
with a figure of about £1.50 per lt.
 
So can you imagine all the boaters going to the local Tescos  and filling loads 
of jerry cans and then trying to pour the diesel into the tank of the boat? how 
much will go in the waterways?
 
Unless Stanstead Abootts Marina hears more then I think they will go for the 
60/40 sale?
 
On the Lee and Stort, I think there are only 3 places for certain: two Lee 
Valley Marina's, Hallingbury Mill, and not sure if the MoorHen (BW ) sells it.
