A couple of years back, researching a letter to WW about the BSS and  
wearing life jackets, I checked the RoSPA site for figures about  
drowning fatalities in the UK. In 2006, more people drowned in their  
baths than in inland waterways.

I reckon domestic risk should be the comparator for all these H&S  
risk assessments - if an activity is not more risky than the domestic  
equivalent, it shouldn't require additional safety procedures.
