There is no need for the mobile to know which mast it is talking to or 
where it is for the correct operation of the mobile network, so no 
mechanism for this was built in when the GSM system was designed.  It 
knows the identification of the cell it is in and of the surrounding 
cells, but nothing more.  You could (in theory) have a database built 
into the mobile with details of the location of every single mast, but 
the moment a mast is re-sited or a new mast is erected the database in 
the mobile becomes obsolete.  Even without that problem, the reuse of 
cell identifiers would make using the database tricky.
